This 'secured' deposit is there simply to remove all risk from the credit card issuer should you default on any repayment. Must open payment account with bank first. Copy of passport and notarised signature specimen required to open account. No minimum deposit needed to open initial payment account apart from the opening fee of €100 which you can pay from the first money transfer to your account. Security for credit cards can come from frozen assets on the payment account.
